In accordance with the East Bay Regional Park District (Park District) and AFSCME Local 2428 (AFSCME) operable Memorandum of Understanding (MOU), Articles 5.4(b) and 5.5, please let this serve as official notice to the Union that the Park District intends to make several personnel changes in the 2026 budget, including a District-wide reorganization that impacts certain AFSCME incumbents. Additionally, the Park District is proposing one (1) new job classifications “in the Unit” and one (1) new job classification “below the MG04 salary range” (See Article 5.5(a) of the MOU). Please see the attached documents for more detailed information on the proposals. In efforts to provide transparency, all proposed changes have been provided, including those outside your unit for which the parties need not negotiate.
